AI-generated using Adobe Firefly (Adobe Inc., 2025).

Civil infrastructure is rarely made up of single, independent elements. In practice, systems such as buildings, foundations, and energy infrastructure are operated together and share access, services, and maintenance resources. Even though individual subsystems can have very different functions, exposure conditions, and lifetimes, maintenance decisions for one part of the system often affect others. For this reason, maintenance planning is increasingly understood as a system-level civil engineering problem rather than something that can be addressed component by component [1].

This project analyses an integrated infrastructure system consisting of two offshore wind turbines (OWT1-nearshore and OWT2-offshore), a parking deck, a commercial building, and a raft mat foundation, shown in Fig. 1. These subsystems exhibit distinctly different maintenance behaviours. Offshore wind turbines require frequent interventions due to harsh marine conditions, while the parking deck, building, and foundation are long-lifespan civil structures with comparatively infrequent maintenance requirements. Despite these differences, all subsystems are connected through shared operational and maintenance constraints, meaning their maintenance strategies cannot be evaluated independently.

The objective of the project is to compare alternative maintenance strategies at the integrated system level and assess their combined effects on system availability, environmental impacts, and costs. A common life-cycle horizon of 25 years is adopted, corresponding to the operational lifetime of the OWT[2]. Maintenance activities of longer-lifespan subsystems are therefore evaluated only within this shared time frame.

References:

Frangopol, Dan M. “Life-cycle performance, management, and optimisation of structural systems under uncertainty: accomplishments and challenges 1.” Structure and infrastructure Engineering 7.6 (2011): 389-413.

Blanco, M.
